VOICEOVER: There is exactly one federal certification standing between you and a refrigerant circuit, and it has been the law since 1994. EPA Section 608. Four exam sections, twenty-five questions each, seventy percent to pass, and the Core section is the gate to all of it. In the next five minutes you will get the whole story behind the exam: why a refrigerator molecule became a federal matter, what the law actually says, and the handful of numbers that decide whether you pass.

Beat 1: One chlorine atom, one hundred thousand ozone molecules (0:30 to 1:30)

VOICEOVER: Start with the science, because every rule on the exam traces back to it. CFC refrigerants like R-12 were so chemically stable that nothing in the lower atmosphere could break them down. So they drifted, intact, up into the stratosphere, seven to thirty miles up, where the ozone layer blocks hard ultraviolet radiation. Up there, UV finally cracks the molecule and knocks a chlorine atom loose. That chlorine hits an ozone molecule and destroys it, forming chlorine monoxide. Then the chlorine monoxide reacts again and releases the chlorine, unchanged, ready to kill again. It is a loop. One chlorine atom lives about a hundred and twenty years and destroys up to one hundred thousand ozone molecules. Less ozone means more UV at the surface: skin cancer, cataracts, crop damage. That loop is why everything else in this module exists.

Beat 2: The law answers the science (1:30 to 2:30)

VOICEOVER: The world responded fast. Nineteen eighty-seven: the Montreal Protocol, the international treaty on ozone-depleting substances. Nineteen ninety: Congress writes it into the Clean Air Act, and Section 608 puts the EPA in charge of refrigerant in stationary equipment. Cars are separate, that is Section 609. Then the dates the exam loves: nineteen ninety-three, recovery equipment rules. November fourteenth, nineteen ninety-four, refrigerant sales restricted to certified techs. January first, nineteen ninety-six, CFC production banned. January twenty-twenty, new R-22 production ends. And then the story changes problems: December twenty-twenty, the AIM Act starts phasing down HFCs, not for ozone, but for global warming potential. Remember the hook: chlorine is the ozone problem, GWP is the climate problem, and a refrigerant can be guilty of one and innocent of the other.

Beat 3: The rules you will live by (2:30 to 3:30)

VOICEOVER: What does the law demand from you, on a roof, with gauges in hand? First: venting is illegal. Knowingly releasing refrigerant while servicing or disposing of equipment is a federal violation with a penalty that runs per day, per violation. The only releases allowed are the trace losses from a good-faith recovery effort with low-loss fittings, normal equipment operation, and the exempt substitutes: carbon dioxide, nitrogen, water. Second: the three Rs have exact definitions. Recover means pull the refrigerant into a cylinder, no processing at all. Recycle means clean it with filter-driers, usually on site. Reclaim means an EPA-certified facility restores it to the AHRI 700 purity standard, and reclaiming is the only way refrigerant can ever change owners. Same owner, you can reuse it. Different owner, it must be reclaimed. No exceptions.

Beat 4: The numbers that decide your score (3:30 to 4:30)

VOICEOVER: Now the values to memorize cold. Recovery cylinders: DOT-approved, refillable, hydrostatic test every five years, filled to eighty percent maximum, one refrigerant per cylinder, never refill a disposable. Leak rates, and listen carefully because old study guides will sabotage you here: for appliances holding fifty pounds or more of ozone-depleting refrigerant, the current thresholds are thirty percent for industrial process, twenty percent for commercial refrigeration, ten percent for comfort cooling. If your practice test says thirty-five and fifteen, it is quoting the rule from before twenty-nineteen. Those legacy numbers are wrong answers today. Thirty, twenty, ten. Say it until it is boring.
